HACU holds California HSI Summit at 40th Annual Conference

The high-profile summit brought together prominent leadership, administrators, and policy experts representing California’s Hispanic-Serving Institutions to forge a unified coalition in support of the association’s ambitious state policy agenda. A central focus of the day-long convening was establishing close strategic alignment with the priorities of California’s incoming governor and administration, ensuring that the collective voice of these institutions remains central to future legislative and executive decision-making. Furthermore, discussions centered on forcefully elevating the indispensable role that HSIs play as critical talent pipelines, directly serving California’s evolving industries and ambitious state workforce development goals.

The high-level discussions commenced with opening welcome remarks delivered by HACU President and CEO Antonio R. Flores, who underscored the historic significance of the milestone conference and the vital momentum currently driving the HSI movement forward in California and across the nation. Following the presidential address, a distinguished panel of education experts took the stage to deliberate on legislative strategies, institutional funding, and workforce alignment across the state’s diverse higher education segments.

The summit panel featured Mark Martin, assistant vice chancellor of budget planning and advocacy for the California State University system; Claudia Martinez, associate vice provost of educator programs for the University of California; Linda Vazquez, assistant vice chancellor for state and federal relations for the California Community Colleges; and Thomas Vu, vice president of policy for the Association of Independent California Colleges and Universities. The comprehensive panel discussion was skillfully moderated by San Diego Community College District Chancellor Greg Smith, who guided the dialogue among leaders representing the full spectrum of California higher education delivery systems.

The California HSI Summit operated as an integral specialized track within HACU’s broader 40th Annual Conference, themed "40 Years of Championing Higher Education Success: One Graduate at a Time." The milestone four-day national conference was held from Oct. 31 to Nov. 2, 2026, in Chula Vista, California, drawing thousands of educators, administrators, corporate partners, policymakers, and students dedicated to advancing educational equity and excellence for Hispanic and underrepresented learners.

Photographs and visual documentation capturing key moments, keynote addresses, and panel discussions from the California HSI Summit and the broader annual conference have been made publicly available for viewing through the association’s official digital galleries.
